I. Roll Call

Commissioner Don Harris called the meeting to order at 7:00 p.m. Commissioners answering roll call were Don Harris, Ron Parente, and Ron Dillard. Also in attendance were Director of Parks and Recreation David Williams, Attorney Eric Robertson and Ryan Robertson, Recreation Manager Shelly Shipley, Maintenance Supervisor Brad Boone, Facilities Manager Justin Brinkmeyer, Golf Course Manager Brian Stitch and Secretary Nicole Harris.

II. MINUTES AND ATTACHMENTS OF THE REGULAR BOARD MEETING OF NOVEMBER 28, 2017 (page 597-603)

Motion to approve the minutes, as presented was made by Commissioner Ron Dillard, second by Commissioner Ron Parante. All Commissioners present voted “aye”. Motion carried.

A. Request for use of facilities

Motion to approve the Request from Tri Cities Association for Handicapped Inc. to use Shelter #5 on June 18-22 for summer camp program was made by Commissioner Ron Parante, second by Commissioner Ron Dillard. All Commissioners present voted “aye”. Motion carried.


2. Request from Six Mile Regional Library to use the Lincoln Place Center for film-making workshop on February 24 (page 641)

Motion to approve the Request from Six Mile Regional Library to use the Lincoln Place Center for film-making workshop on February 24 was made by Commissioner Ron Parante, second by Commissioner Ron Dillard. All Commissioners present voted “aye”. Motion carried.


3. Request from Madison County Clerk’s Office to use Lincoln Place Center, Brown Recreation Center and the Ice Rink Warming Room on Tuesday, March 20, 2018 for General Primary Election (pages 642-644)

Motion to approve the Request from Madison County Clerk’s Office to use Lincoln Place Center, Brown Recreation Center and the Ice Rink Warming Room on Tuesday, March 20, 2018 for General Primary Election was made by Commissioner Ron Parante, second by Commissioner Ron Dillard. All Commissioners present voted “aye”. Motion carried.

VII. NEW BUSINESS

1. Ordinance 489 providing for the issue of $235,750 General Obligation Park Bonds, Series 2017, for the payment of land for parks, for the building, maintaining, improving and protecting of the same and the existing land and facilities of the Park District, to provide the revenue source for the payment of outstanding obligations of the Park District and for the payment of the expenses incident thereto, providing for the levy of a direct annual tax sufficient to pay the principal and interest on said bonds, and authorizing the sale of said bonds to The BANK of Edwardsville (pages 645-665)

President Harris shared the following summary: The Park District has received a proposal from The Bank of Edwardsville to purchase $235,750 in non-referendum general obligation bonds of the Park District. The Bonds are to be issued to provide a revenue source for outstanding obligations of the Park District and for the payment of expenses associated with the repair of the roof structure for the Granite City Park District Ice Rink and for the payment of expenses incident thereto. The Bonds have a length of maturity of one year. The rate of interest on the bonds is 2.75%. The purchase price for the bonds is $235,750 and the Park District will levy $241,746.89 for the payment of principle and interest on the bonds.


Motion for Eric Robertson to read Ordinance 489 providing for the issue of $235,750 General Obligation Park Bonds, Series 2017, for the payment of land for parks, for the building, maintaining, improving and protecting of the same and the existing land and facilities of the Park District, to provide the revenue source for the payment of outstanding obligations of the Park District and for the payment of the expenses incident thereto, providing for the levy of a direct annual tax sufficient to pay the principal and interest on said bonds, and authorizing the sale of said bonds to TheBANK of Edwardsville was made by Commissioner Ron Parente, and second by Commissioner Ron Dillard. All Commissioners present voted “aye”. Motion Carried. Upon reading Ordinance by Title, motion to adopt, Title as read, was made by Commissioner Ron Parente, second by Ron Dillard. All Commissioners present voted “aye.” Motion Carried.


2. Ordinance 490 abating the tax heretofore levied for the year 2017 to pay debt service on General Obligation Park Bonds (alternate Revenue Source) Series 2009 of the Granite City Park District, Madison County, Illinois (pages 666-677)

Motion to approve, as presented, was made by Commissioner Ron Parante second by Commissioner Ron Dillard. All Commissioners present voted “aye.” Motion Carried.

3. Discussion and Possible action regarding the Legacy Golf Course Discount Card/Limited Season pass (page 668)

Motion to approve addition of Legacy Discount Card for the year was made by Commissioner Ron Dillard second by Commissioner Ron Parante. All Commissioners present voted “aye.” Motion Carried.


4. List of Recommended New Hires (page 669).

Motion to approve, as presented, was made by Commissioner Ron Dillard second by Commissioner Ron Parante. All Commissioners present voted “aye.” Motion Carried.
