GRANITE CITY PARK DISTRICT MINUTES
October 25, 2017
I. Roll Call
Commissioner Don Harris called the meeting to order at 7:01 p.m. Commissioners answering roll call were Don Harris, Craig Sykes, Ron Parente, Ray Hoffman and Ron Dillard. Also in attendance were Director of Parks and Recreation David Williams, Attorney Eric Robertson, Golf Course Manager Brian Stitch, Maintenance Supervisor Brad Boone, Facilities Manager Justin Brinkmeyer, and Secretary Nicole Harris.
II. MINUTES AND ATTACHMENTS OF THE REGULAR MEETING OF October 11, 2017 (page 421-423)
Motion to approve the minutes and attachments of the regular meeting of October 11, 2017, as presented, was made by Commissioner Ron Parente, second by Commissioner Ray Hoffman.

Motion to approve the Finance Report, as presented, was made by Commissioner Ron Parente, second by Commissioner Ray Hoffman. All Commissioners present voted “aye”. Motion carried.

Motion to approve the Treasurer’s Report, as presented was made by Commissioner Ron Parente, second by Commissioner Ray Hoffman. All Commissioners present voted “aye”. Motion carried.
A. Request for use of facilities
1. Request from Johnson Road Baptist Church to use Centennial Pavilion on Saturday, December 9th For Concert (page 461)
Motion to approve the Request from Johnson Road Baptist Church to use Centennial Pavilion on Saturday, December 9, 2017 was made by Commissioner Ray Hoffman, second by Commissioner Ron Dillard. All Commissioners present voted “aye”. Motion carried.
B. Other Communications
1. Thank you letter from the Granite City Optimist Club For donation to the annual Camelot Auction (page 462)

1. Resolution to pay R&W Construction from the 2016 General Obligation bond fund for Ice Rink Locker room project (pages 464-469)
Motion to approve, as presented, was made by Commissioner Ron Dillard, second by Commissioner Ray Hoffman. All Commissioners present voted “aye.” Motion Carried.
2. Resolution to accomplish The Truth-In-Taxation Act For the year 2017 (pages 470-472)
Motion to approve, as presented, was made by Commissioner Ron Parente second by Commissioner Ray Hoffman. All Commissioners present voted “aye.” Motion Carried.
3. Discussion and possible action regarding the Ice Rink Beam Repair (to be provided)
Motion for Attorney Eric Robertson to read the Ordinance by Title was made by Commissioner Ron Dillard, and second by Commissioner Ray Hoffman. All Commissioners present voted “aye”. Motion Carried. Upon reading Ordinance by Title, motion to approve was made by Commissioner Ron Dillard, second by Ray Hoffman. All Commissioners present voted “aye.” Motion Carried.

XV. DIRECTOR’S REPORT.
The Granite City Park District and a variety of civic and community organizations will once again be hosting the Trunk or Treat event on Saturday, October 28th from 6pm-8pm in the parking lot of the High School. The Park District will hand out skating passes limited to 350 and pumpkins limited to 1000 to participants at the event. The Park District will also be doing hayrides in the 4-diamond area during the event. The Park District has split the cost of the pumpkins and the lighting for the event with the police wives organization. The 2016 event was very well attended and would anticipate a similar turn-out depending on the weather.
On Saturday, October 28th the Granite City Park District will host the IHSA sectional Cross Country event here in Wilson Park. There will be 21 teams and a number of individual qualifiers in the event. Teams from around the state will be participating in the event. The day will consist of two races, Boys varsity and Girls varsity, with the first race to start at 10:30am. To my understanding this will be the first time Granite City has hosted the sectional race which qualifies runners for the State Meet.
As you know the locker room project has come to a halt due to the condition of the roof structure at the ice rink. Facilities supervisor has been in constant contact with R&W construction on the progress of shoring the beams to resume construction. Now that the beam has been stabilized they will be able to resume work later this week or early next week.
Attached please find an update on the 2016 general obligation bond funds for your review. As you know the Shelter project was not included in the original plan and the locker room project estimates were well below the actual cost. As previously mention some of the original projects may not be able to be included in the bond funds. I have included some suggested reductions for your review.
All business concluded. Motion to adjourn was made by Commissioner Ray Hoffman, second by Commissioner Ron Dillard. Meeting adjourned at 7:33 p.m.
