I. Roll Call

Commissioner Don Harris called the meeting to order at 7:00 p.m. Commissioners answering roll call were Don Harris, Craig Sykes, and Ron Parente. Also in attendance were Director of Parks and Recreation David Williams, Attorney Ryan Robertson, and Secretary Nicole Harris.


II. MINUTES AND ATTACHMENTS OF THE REGULAR MEETING OF September 27, 2017 (pages 412-416)

Motion to approve the minutes and attachments of the regular meeting of September 27, 2017, as presented, was made by Commissioner Ron Parente, second by Commissioner Craig Sykes.

VI. NEW BUSINESS

1. A resolution securing bond counsels with for the General Obligation
Refunding Bonds Series 2017 (page 419)

Motion to approve, as presented, was made by Commissioner Ron Parente, second by Commissioner Craig Sykes. All Commissioners present voted “aye.” Motion Carried.


2. List of recommended new hires (page 420)

Motion to approve, as presented, was made by Commissioner Craig Sykes, second by Commissioner Ron Parente. All Commissioners present voted “aye.” Motion Carried.


VII. DIRECTOR’S REPORT.

Over the past week while preparing the ice rink for the 2017/2018 season, it was discovered that we have a crack in one of the large beams in the ceiling structure of the rink. We believe that this is a new development. In light of the fact we do not have access to the original plans, we believe that the beams are made from a product called “glulam” which is a series of boards bound together. We are not sure what impact this crack has to the building and will be bringing in a structural engineer to help assess the situation and offer repair solutions.
The Granite City Park District will be presenting a program on the benefits of the Park District at the October Networking Luncheon for the Chamber of Commerce on Thursday, October 19th. The event will be held at the Granite City Housing Authority Community Room at 11:30am. I will be doing a brief over view of the form of Government, facilities and activities and Facility Manager Justin Brinkmeyer will be discussing the Ice Rink and Pool Operations as well as our planned 50th anniversary events at the Ice Rink. We have also requested our Zumba and Chair Yoga instructors to do a demonstration of the programs. If you are interested in attending the event please let me know the Luncheon is $10.00
The locker room project, while not on the original schedule is moving forward with the most recent time-line. The walls and steel roof structure are complete and will have flat work completed by next week. This will allow us access to our existing locker rooms and will not impact operations. I would anticipate being fully completed by the end of November. As previously mentioned the bench setting and Fencing were not part of the contracted work for the project. Justin Brinkmeyer and I have been working with a number of vendors to be ready for the final install once the building is complete.
The roof contracts for the office and maintenance building have been sent to Lake Side Roofing to be signed. We have given them a deadline of November 15th to complete the project. We are still in a holding pattern waiting for the insurance claim settlement on the Centennial Pavilion roof to be approved. It is my plan to have that completed in the next week so all three projects can be completed at the same time.


All business concluded. Motion to adjourn was made by Commissioner Craig Sykes, second by Commissioner Ron Parente. Meeting adjourned at 7:07 p.m.
